Amir Dabirian

Dr. Dabirian is a graduate of California State University, Fullerton. He also earned a Master of Science degree in computer science from University of California, Riverside and a Ph.D. in Industrial Economics and Management from KTH Royal Institute of Technology.

Jim Donovan

Jim Donovan

Director of Athletics
Jim Donovan was appointed Director of Athletics at Cal State Fullerton in December 2012. Since then, he has brought the athletics department to new heights both academically and athletically. In Spring 2019, Donovan was honored as one of four Division 1-AAA athletic directors from across the nation by the National Association of Collegiate Directors of Athletics.

David Forgues

David Forgues

Vice President for Student Affairs
David Forgues first joined the campus as chief of operations for the Division of Student Affairs in 2012. He served as interim vice president for five months before being named to the position permanently in May 2017. Previously, Forgues served as the assistant dean in the Academic Success Center at the University of Nevada, Las Vegas. He earned a doctorate in higher education and a master’s degree in student affairs administration from the University of Buffalo, and a bachelor’s degree in English from Mesa State College.

Alexander Porter

Alexander Porter

Vice President for Administration and Finance / CFO
Alexander Porter joined Cal State Fullerton in June 2022 as the Vice President for Administration and Finance and Chief Financial Officer. Most recently, he worked in the California Community College system, serving as the Vice President of Administrative Services at Cypress College and as the Vice President for Business and Administrative Services at Los Medanos College. Porter has prior CSU system experience, working at the Office of the Chancellor and at California State University, Long Beach. Porter earned his Bachelor of Science in Finance at California State University, Long Beach and his master’s degree in Business Administration from St. Mary’s College of California.

Elva Rubalcava

Chief of Staff
Elva Rubalcava joined Cal State Fullerton in January 2021 as Associate Vice President of Government and Community Relations. Prior to joining CSUF, Elva spent 10 years at the Disneyland Resort as part of the Public Affairs senior management team. She is currently serving as committee co-chair for the university’s 2024-2029 Strategic Plan. Elva is a first-generation college student who earned a Bachelor’s degree in Political Science from UCLA.

Kimberly Shiner

Vice President for University Advancement
Kimberly Shiner brings more than two decades of leadership experience as a successful higher education advancement professional. She most recently served as vice president for advancement and communications at Pitzer College. Previously, Shiner served as associate vice president for university advancement at Cal State San Bernardino. At CSUSB, Shiner played a key role in the university’s first comprehensive campaign, which exceeded its $50 million goal. She also played a leadership role in securing the university’s largest cash gift of $10 million, which resulted in the naming of its College of Business and Public Administration.

Su Swarat

Senior Associate Vice President for Institutional Effectiveness and Planning, Accreditation Liaison Officer
Su Swarat joined Cal State Fullerton in 2014, and has served in multiple roles to lead institutional research and effectiveness, assessment, and planning for the university. She is also the university’s Accreditation Liaison Officer. She holds a Ph.D. in Learning Sciences from Northwestern University, a master's degree in Biology from Purdue University, and a bachelor's degree in Biochemistry and Molecular Biology from Peking University.

Catherine Barrad

University Counsel
Catherine Valerio Barrad joined the California State University's Office of General Counsel in January 2016, serving most recently as university counsel for San Diego State University. Prior to joining the CSU, Catherine was a partner at Sidley Austin LLP, a major international law firm, where she specialized in trial and appellate litigation, and data privacy and security issues. She received her J.D. from Northwestern University and her MBA from UCLA.
